Board Members (or Signers) are users who have the ability to initiate proposals and sign them. A proposal must be signed by a sufficient number of Board members to reach the Quorum before it can be executed.
Proposers are users who can initiate transactions, but cannot sign them. These proposals cannot be executed until they have been signed by the required number of Board Members. Proposers are completely optional.
